Overall Responsibilities
Location: Harar, Diredawa, Jimma and Addis Ababa 


Period of Performance: The field data collection exercise and submission of final reports will be expected to be carried out for period of 15 days.

Collect a baseline data on LMG capacities from different institutions. The assessment will rely on varied sources of information, depending on the nature of the question. The sources will include, but not be limited to, the following: FMOH; RHBs; ZHDs; training institutions; professional health associations; and local NGOs.

Specific Responsibilities
  • Participate in the data collection orientation training prior to the launching of the field survey;
  • Primarily responsible for  undertaking the data-collection process; administering Survey Instrument; and, completing the field survey report in timely manner
  • Frequently contact with the MSH/LMG supervisors on the daily progress;
  • Perform other data collection tasks upon request;
  • Transmit to MSH/LMG supervisors, a field update/progress report (highlight any ongoing field progresses and challenges);
  • Secure the completed questionnaire and draft the field survey report; and
  • Handover to MSH/LMG supervisors the completed survey questionnaire and field survey report (in electronic – scanned; hard copy).
The data collectors should ideally have the following skills: 

(i) At least a Bachelor Degree in statistics, demography, social sciences or any related field;

(ii) Relevant hands-on experience in administrating a structured questionnaire (to government, international agencies or non-state actors). The data collectors should be fluent in the English and Amharic languages.

(iii) Relevant hands-on experience in administrating a structured questionnaire.

Background Information
The Leadership, Management and Governance Project (LMG) is a United States Agency for International Development (USAID) five-year Cooperative Agreement, designed to strengthen and expand the people-centered capacity building strategy pioneered under the Leadership, Management and Sustainability (LMS) Project, LMG’s successor project. The LMG Project’s objective is to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. 

For the project a baseline data is going to be collected from governmental and non-governmental organizations.
