Introduction
Save the Children UK (SC UK) has been operational in Ethiopia since 1973 and the
organisation has developed into one of the largest international NGOs in the country.
Currently SC UK operates a programme that involves humanitarian relief, development and
the relationship between them. Programmes encompass four thematic areas: Hunger
Reduction (Livelihoods, Nutrition, and Information Systems), Health and HIV/AIDS,
Education and Child Protection. We also have an emergencies unit and a Monitoring,
Evaluation, Accountability and Learning (MEAL) team. SC UK works to ensure quality
programming on the ground forms the basis upon which to advocate for changes in policy
and practice by key duty-bearers at regional, national and global levels.
The SC UK Ethiopia Country Programme has more than 500 staff and is organised into four
departments: Policy and Programme Development (P&PD), Programme Operations,
Finance, and Human Resources/Administration.
Save the Children is recruiting for an experienced Project Director to lead a flagship Basic
Service Delivery programme in the Somali Region of Ethiopia. The project brings together an
experienced group of implementing organisations in the region to deliver a high quality,
integrated programme, building the capacity of government counterparts and strengthening
community level engagement with service delivery.
Job Purpose
The Project Director will provide strategic and operational leadership and assume the
overall responsibility for the development and implementation of a large-scale (approx
£40m), consortium based Basic Service Delivery Programme. The Project Director must
bring a senior leadership profile with a proven track record in managing complex
programming delivery in fragile and conflict affected countries.
Key Accountabilities
? Overall management and implementation of a multi million pound multi-sectoral
programme

? Strategic guidance, providing strong leadership and ensuring technically sound
decision-making processes
? Provide oversight of programme activities, team building and the creation of external
partnerships
? Ensure that an effective monitoring system is in place for achieving prior agreed
targets in relation to programme activities, budget allocations and financial
expenditures, ensuring that value for money can be effectively demonstrated to the
donor
? Ensure that the project is appropriately staffed across Save the Children and
consortium members, including the appropriate combination of expertise across
technical and operational areas
? Developing and maintaining efficient and effective operating systems, and ensure
compliance with all Save the Children Minimum Operating Standards, with a
particular focus on safety & security management
? Nurture strong relationships with Save the Children’s partners in country, national
and regional level government and donors, as well as other key stakeholders in the
country of operation
? Contribute to Save the Children’s learning on peace-building and development
programmes which have a specific focus on responsive and accountable delivery of
basic services

Internal: head office and country based technical, donor compliance and financial staff.
External: central and regional government, consultants, donors and partner agencies.
Person Specification
Essential
? Prior experience at Country Director or Programme Director level within fragile or
conflict affected states, managing DFID funded programmes in excess of £15m
? Demonstrated experience of developing and managing relationships and funding from
donors such as DFID, USAID, ECHO, EC, World Bank
? Understanding of how to integrate political, economic and conflict analysis into the
design of sector specific programmes
? Management of multi partner or agency consortia
? Demonstrated experience of working with national and/or regional level government
structures to strengthen the capacity of the state to deliver services
? Strong communication, and interpersonal skills in English, with substantial experience
in managing multicultural teams
? Experience of building, leading and developing a team of senior staff with different
backgrounds and expertise
? Experience of building personal networks at a senior level, resulting in securing new
opportunities for the organisation
? Experience of solving complex issues through analysis, definition of a clear way
forward and ensuring buy-in
