Job Description: 

Project Summary: The Capable Partners Program II, entitled: Strengthening Leading Mozambican NGOs and Networks, (“CAP Mozambique”) is a five year Cooperative Agreement with USAID. It is designed to strengthen the institutional capacity of Mozambican NGOs, CBOs, networks and associations to scale-up HIV/AIDS treatment, care and prevention services in their communities. CAP Mozambique seeks to advance the process of “Mozambicanizing” the response to the HIV/AIDS epidemic.
Position Summary: The Technical Manager, Grantee TA Provider will oversee and manage a portfolio of partners for the prevention component of the CAP Mozambique program. S/He will also manage the sub-grants for this area, as well as providing appropriate technical assistance for the grantees.Additionally, The Technical Manager proposes and implements the workplan for this component and maintains the vision for the component, which includes ensuring an appropriate balance of grantees.
Essential Job Functions: • Collaborate effectively with the OD team, finance and administrative team, and grants and M & E teams.
• Monitor all aspects of partner development and performance (project implementation, contractual compliance, OD and finance).
• Manage team of partner support officers who serve as “case managers” for grantees; ensure Partner Support Officers use and contribute to CAP systems.
• Improve and implement capacity building program to train Partner Support Officers so they can strengthen partners’ abilities to design and implement effective BCC programs. This includes formative research, message monitoring, interpersonal communication skills. This includes training, coaching and information.
• Oversee the application of an assessment tool to identify the strengths and weaknesses of partner organizations. Develop individualized capacity building plans for each partner.
• Systematize existing trainings and tools for coaching and develop new trainings and tools as necessary and appropriate – develop curriculum, conduct TOT, identify minimum standards, determine process for certifying trainers, and monitor to ensure quality. Training areas include: BEHAVE, formative research, monitoring, proposal development, interpersonal communication and HIV prevention basics.
• Provide training and coaching for higher level partners or partners facing challenges beyond the capacity of other staff to support.
• Maintain effective relationships with partner organizations, colleagues, collaborators and USAID (as requested).
• Prepare regular reports on grantee progress on objectives, capacity building plans, financial and administrative compliance. Prepare other ad hoc reports as requested.
• Manage the proposal development/ Partner selection process from RFA development through selection and technical assistance.

Education: Bachelors in one of the following or related fields: Accounting or Business or Business Administration or Finance or International Administration or International Relations or Law or Legal Studies or Program Administration or Project Management or Public Administration required or equivalent combination of education and work experience. Masters preferred.
Experience: 7 year(s) of relevant experience requiredSpecific Knowledge Requirements:
7-10 years experience working in or with the NGO sector, especially in grants management and/or institutional strengthening; experience with local NGO’s an advantage.
• At least 8 years experienced as a trainer and facilitator using participatory methodologies.
• 5 years experience managing projects in prevention of HIV/AIDS, knowledge of behavioral change approach and ability to communicate this to others. This should include minimum two (2) years experience in a leadership position linked to prevention.
• Strong understanding of organizational development issues.
• Experience in working in international assistance programs.
• Knowledge of USAID and Mozambican regulations. 

 

 

Special Requirements: This job will require a criminal background check.
Skills: • Proficient in MS Word, Excel, and able to learn other applications quickly.
• Proficiency communicating (written and verbal) in English required.
• Portuguese preferred, knowledge of Spanish or other Romance languages acceptable with an understanding that the successful candidate would need to make learning Portuguese an urgent priority.
• Able to work effectively in a highly collaborative team approach.
• Excellent communication and organizational skills.
Additional Information: Supervisory Responsibilities:
Partner Support Officers – 3-5 people

Typical Physical Demands:
Must be able to work sit at a desk or table and look at a computer screen for much of the work day.

Working Conditions including Travel and Overtime:
Work is most often in a typical office setting, with frequent travel (approximately 50%)to provincial and rural towns in Mozambique.
